· Secretary of Cabinet and the Chairperson of the Forum of South African Directors-General (FOSAD).

· Ensure that Cabinet becomes a more effective instrument of socio-economic transformation, as the ultimate decision making authority in government, in line with the new vision and new way of doing things of the fourth democratic administration.

· As the head of FOSAD, Dr Lubisi is the link between the President and all DGs. He works with the DGs to ensure that they bring to fruition the vision of the President to change the way government works in order to improve service delivery.
